Rule Changes

 

Page 1 Section C.1:  AddNew entries will be reviewed by the New Club Entry Committee in order to ascertain whether they fulfill the criteria for entry into WAGS.”

                                 Delete:  “which will include but not limited to the following information:  Club name, officers, geographic information, history of the Club and the teams to entered and referee availability.  In addition, the Club must provide written proof of field availability (fields must be of appropriate size and the necessary amount to support the number of the teams entered.

   Change to Read:  Entry of a new Club into WAGS must be approved by the Club Representatives. New entries will be reviewed by the New Club Entry Committee in order to ascertain whether they fulfill the criteria for entry into WAGS. New Clubs must submit the official “WAGS New Club Entry Form.” Motion Passed

 

Reason:  Requested and approved by the club reps at the January 2004 meeting. (criteria attached)

Proposed Amendment:  To ensure that all players have sufficient opportunity to play, no team with 12 or more players will be required to play with less than 6 players per squad.  Within these limits, each team must divide its players present into two (2) equal sized (or as close as possible) squads.   Motion Passed

 

Change to Read: In cases where a team does not have a full complement of 16 players, the numbers will be adjusted on the field.  The numbers will never exceed 8v8. Page 2 Section D.4.e.  Add:  Because the U-11 age group is not included in State Cup competition, (MSYSA/VYSA) WAGS will initiate the following accommodations: Housekeeping - Deleted  Up to four (4) guest players within your club for the purpose of expanded rosters up to but not exceeding 18 players. Deleted Any VYSA U-11 team who wishes to participate in State Cup, is bound by the appropriate State Cup Rules and Regulations. Housekeeping – Deleted

 

Proposed Amendment:  U-11 teams will have a minimum of 14 players on their roster and a maximum of 18 players.  Amendment Failed

 

Proposed Amendment: U-11 teams will be required to have a minimum roster of 12 players and a maximum roster of 18 players.  Motion passed as written – GSC Opposed

 

Motion:  To improve numerical quality for game day, WAGS will allow up to four (4) carded, age appropriate players from within your club. Game roster size will not exceed 18 players.  Motion Failed

 

Motion:  In the event they are travel players, they must have prior permission from their coach prior to them guesting on a team.    Motion Failed

                                 Add: “In the U-11 Age Group, play will be non-results oriented with no seeding, scores, or standings being published for the entire U-11 seasonal year. No team will be relegated at the end of the U-11 seasonal year.  

                                 Add:  Beginning in the Fall 2005, no club may enter a new U-12 Team to WAGS unless that Club has a rising U-12 Team that participated in WAGS League play for the entire U-11 seasonal year.  The exception would be for a new club entering into WAGS.  Scores will be kept in the 2005 Fall Season for the purpose of seeding teams for the Spring Season of the U-12 Age Group.  No Wait List will begin prior to the completion of the U-12 seasonal year.

     Change to read:  Each club shall be allowed a maximum two (2) teams in each Age Group.  Beginning in the Fall 2005 for Age Groups U-13 and above, a club may petition the WAGS Board of Directors to add an additional EXISTING WAGS TEAM to their club.  Teams from Clubs with presently more than two (2) teams in an Age Group, will be allowed to remain in WAGS.  Clubs may only add a second team in to an Age Group or Age Group Waiting List, if its existing team in that Age Group is currently playing in one of the top three (3) Divisions.  If a Club's two (2) teams are in the top three (3) Divisions, they may request a  waiver from the WAGS Board of Directors to add a third team to the Waiting List.

                                Add: “At the close of the Spring 2006 season, the U-12 age group will be dropped to 50 teams”

     Change to read:  Beginning in the Fall 2004 Season, the U-11 Age Group entry will be unlimited except that no club can enter more than two (2) teams.

 

Page 6 Section G.5.a;  Delete:  “U-11”

                                     Add:  U-12” “No teams will be dropped at the end of the U-11 season”

Change to read:  No teams will be dropped at the end of the U-11 season. If the U-12 division reaches 50 or fewer at the end of the spring season, notification of establishment of the Wait list will be sent on June 15th .  Applications received by the WAGS Office between that date and July 1st following will be entered onto the Wait List by lottery.  Applications received after July 1st will be added on a first come basis, with a lottery determining the order of application received on the same date.

 

Page 7 Section I.  Delete:  U-11 Thirty-five (35) minute halves  

                                 Add:  “U-11 four (4) 15 minute quarters”

Page 9 Section J.6.c;   Add:  “not located in the immediate vicinity,(within walking distance)” delete

     Change to read:   If, on game day, a game is moved from the scheduled field to another field, not located in the immediate vicinity (within walking distance), with the agreement of both coaches and the referee -………..of the following games.

 

Proposed Amendment:  Notification or agreement is not necessary to move the game from the assigned field to an available alternate field within walking distance.

 

Change to read:  If on game day, a game is moved from the scheduled field to another field, with the agreement of both coaches and the referee – the home team for that game remains responsible for the preparation of the scheduled field or notification of the change to the coaches of the following games. Notification or agreement is not necessary to move the game from the assigned field to an available alternate field within walking distance       Motion Passed as Written

 

Reason:  We believe that no team should be permitted to object to a playable field within walking distance.  This only creates unnecessary rescheduling and referee fees for the league.

 

Page 9 Section J.7.;  Add:  The team’ s TSL MUST take the same side of the pitch as the spectators.

      Change to read:  Spectators for both teams shall take the opposite side of the pitch.  The game officials will be responsible for enforcing these rules.  The team’ s TSL MUST take the same side of the pitch as the spectators.

 

Reason:  As stated on the TSL Form, it is the responsibility of the TSL to monitor sideline behavior. This task cannot be accomplished if the TSL is on the same side as the carded team officials.
