8.      Teams Transferring Clubs

 

Each club shall be allowed a maximum of two (2) teams in each Age Group.  A club may petition the WAGS Board of Directors to add an additional EXISTING WAGS team to their club.  Procedures for transferring clubs are as follows:

1)      A letter from the current club stating that the team is leaving in good standing (financial and adjudication)

2)      A letter from the receiving club stating that the team has been accepted

3)      Adequate field availability (refer to WAGS Rule C.c)

It is the responsibility of the transferring team to obtain all above information and provide it to the WAGS office prior to consideration by the WAGS Board of Directors.  All documents MUST be submitted to the WAGS Office five (5) business days prior to the field form submission due date.

I.    GAME INFORMATION       Motions passed

 

      2.  Substitution

 

            Except as noted, substitutions shall be unlimited with the prior consent of the referee at the following times:

 

      a.  Prior to a throw-in when the ball is in possession of he team substituting.  The opposing team may substitute as well if the team in possession is making a substitution. (ADD)

 

      6. d. Games with State Cup conflicts, High School Soccer game or ODP game conflicts and for tournament acceptance that reduce the Teamís roster to fewer than 11 may be rescheduled., It is the High School/Cup/ODP participantís responsibility to notify immediately the WAGS President (or designee) and his/her opponent of the conflict within 48 hours of notification of  the conflict.  Failure to do so will result in an automatic league forfeit.  Failure may also result in a fine, equal to that of a complete gameís fees, to the offending team.

 

Reason:  To provide adequate opportunity for the match to be rescheduled.

J.   TEAM OBLIGATIONS     Motions passed

 

5.         The home team is to provide the game ball, a PROPERLY LINED AND CUT FIELD, nets and corner flags and lights (when required).

 

Reason:  If your team submits a lit field, they are responsible for ensuring lights are turned on when required.

 

6.        a.   For purpose of these rules, prepared shall include: lined, cut, nets corner flags in place and lights (when required); and, playable shall mean: available and safe for game play in the judgment of the referee

 

Reason:  If your team submits a lit field, they are responsible for ensuring lights are turned on when required.

 

K.        FORFEITS    Motion passed

 

      8.  Failure of the home team to provide the game ball, a PROPERLY LINED AND CUT FIELD, nets and corner flags, and lights (when required ), within the Leagueís fifteen (15) minute grace period, may result in a forfeit.  The score shall be recorded as a 0-3 loss for the forfeiting team.

 

      Reason:  If your team submits a lit field, they are responsible for ensuring lights are turned on when required.

N.     DISCIPLINARY ACTION

 

            1.  Sanctions Ė All Age Groups

 

d.    Any team reaching a cumulative total of 12 15 (Housekeeping) or more points including any carry-over penalty points, during a season will be subject to automatic review by the R&D Director.   The teamís coach and club representative will be notified the teamís penalty point status.  After a hearing  in which the teamís coach/team official, club representative, and offending players must  participate, the R&D Committee may take any additional action deemed necessary as described in paragraph P.2.  An accumulation of 21 points, including any carryover penalty points, a team that has accumulated 15 or more points in two or more consecutive seasons, including any carryover penalty points may result in a team fine not to exceed that teamís League fee, and or may lose that team privilege of hosting home games.  The Club is ultimately responsible for payment of the fine.  The R&D Committee must conduct a hearing when a team accumulates 21 penalty points in one season.

h.           Penalty points and suspension will be assessed by the R&D Director.  In instances of the issuance of red card(s), the issuance of the card(s) shall constitute notification.  In instances of accumulation (points previously assessed from red and/or yellow cards) of penalty points requiring suspension, the coach of record for the offending party shall have this information verified by mail.  email.  Also, in the case of suspension, the coach of the next opposing team (s)  shall sign he WAGS RED CARD SIT OUT FORM.shall be informed by telephone or email prior to the next games.  In all other instances, accumulations of penalty points and relevant information will be posted on the WAGS website and conveyed monthly to the respective Club Representative.  Club Representatives will be expected to notify their clubís coaches of accumulated penalty points.
