CYA Firecats U12 D1 - WAGS Rules Appendix I – STARS Program Requirement.

        The R&D Director welcomed the CYA Firecats and explained how the hearing was going to take place.
Members of the CYA Firecats and the R&D Committee introduced themselves, ending with the R&D Director
clarifying to the CYA Firecats that she will not have a vote on the Committee’s decision.

        The Team Manager ( TM ) stated that the team had numerous personal issues with the parents that
volunteered to sign up to take the STARS course, and that basically it was not until the fourth game of this
Spring 2007 season that they were able to fill the three positions required by WAGS Rules.  This meant that
the CYA Firecats had played a total of 12 games ( Complete Fall 06 Season - 9 games plus 3 games from
the Spring 07 Season ) without the 3 required STARS referees.

        A Committee member asked the TM if the team was ever asked to provide a “STAR” linesman, to which
he replied that it happened twice, once in the Fall 06 and once in the current Spring 07 season.

        A second Committee member stated that he thought that, in spite of all the personal issues, the
CYA Firecats failed to follow through with this requirement.

        During deliberations the Committee concluded that the CYA Firecats did not take the STAR requirement
seriously.  Furthermore, the Committee considered several sanctions for the CYA Firecats however, after
deliberating, the Committee determined that this case should be deferred to the WAGSL Board of Directors.

        In closing the R & D Director thanked all involved for attending and informed the CYA Firecats U12
Division 1 that they have the right to appeal the decision of the WAGS R & D Committee according to Rule
O, “Protests and Appeals Procedures”.

ALEX Titans & HSC Freedom 94 - U12 D4 – Protest Game # 3943 - WAGS Rules N.1.f and K.12.

ALEX Titans Team Members Present: TSL, STAR Team Volunteer.
HSC Freedom 94 Team Members Present: Team Manager, TSL.

ALEX Titans filed the protest.

        The ALEX STAR stated that right before game # 3943 started, the team was informed that the HSC Freedom
Head Coach ( HC ) would be fulfilling a Red Card sit out and that the Assistant Coach ( AC ) would be acting as the
Coach.

        The ALEX STAR continued by saying that after both teams were checked in, he noticed that the HSC AC was waving his cell phone toward the parents’ sideline, and asked if the HSC HC was at the game. The ALEX STAR was told that the HSC HC was standing on the sideline with the HSC parents.  After a brief discussion between the Center Referee ( CR ) and the ALEX STAR, the ALEX STAR went over to the parents sideline and told the HSC HC that he was not supposed to be at the game, that he needed to leave and be 200 yards away from the field.  The HSC HC went to his car, parked about 20 to 25 yards away.

        During the second half, the ALEX STAR observed the HSC AC using his cell phone several times and expressed to the CR his concern since he could see that the HSC HC was still sitting in his car and believed the two were communicating.

        After the game was over the HSC HC got out of his car and walked onto the pitch toward his team.  At this time that ALEX STAR informed the CR that he was going to file a protest as he felt that the HSC HC did not comply with his Red Card sit out.

        The HSC TM stated that she sat in the car with the HSC HC and that he was not coaching. She continued by saying that they were not 200 yards away and that they could watch the game from the car.

        During deliberation, it was very clear to the Committee the testimony given during the hearing clearly indicated that the HSC Head Coach failed to be “out of sight, out of sound” while serving game suspension.  The HSC HC was first observed on the parents sideline, then from the parking lot and lastly on the pitch after the completion of the match. 

After deliberation, the Committee directed the following:

 Game # 3943 is declared a 3 - 0 forfeit win for the ALEX Titans ( WAGS Rule K.12 ).
 
 The HSC Freedom 94 Head Coach must sit out the next WAGS game to replace the sit-out for Game # 3934.  Please remember that a sit-out form needs to be filled out and mailed to the WAGSL R&D Director for each game a player / team official sits out.

 The HSC Freedom 94 Head Coach must sit out an additional WAGS game due to the HSC Freedom 94 Parents decision not to attend a Positive Coaching Alliance clinic.  The option for the HSC Freedom Parents to attend a  PCA clinic was a censured issued by the WAGS BOD after a hearing involving the HSC HC and a referee during  the Fall 2006 season.  Completing this censure would have given the Head Coach a 1 game reduction from the original five (5) game suspensions.

 Please remember that a sit-out form needs to be filled out and mailed to the WAGSL R&D Director for each game a player sits out.

        The HSC Freedom U12 Division 4 was informed that they have the right to appeal the decision of the WAGS R & D Committee according to Rule O, “Protests and Appeals Procedures”.
