Committee Members Present: Lula Bauer (Director),  Maria Ramos, Dottie Talbott, John Davis, Michelle White (Administrator).
 
WSC Lightning Team Officials Present:  Head Coach, STAR/TSL, (4) players
 
Meeting Notes
 
WSC Lightning  – U16 D5 – 16 Current Penalty Points  
 

            The meeting began with introductions and the R&D Director explaining the procedure of the hearing and the appeal process

 
            The WSC Lightning Head Coach (HC) began his testimony by explaining the cards received during the Fall season. He stated that he only had a roster of 11 players during the season, and he attributed the cards being received because of accidental fouls due to fatigue. He  explained to the players what they did wrong and what they could do to prevent it in the future. He said that he hopes to pick up players for the Spring season to alleviate the fatigue and to be able to keep pace with other teams. He also stated that he was going to have referees come to the team’s  practice to explain the referee’s point of view in what would be consider a foul and what would not.  
 
            Several players testified that they tried to play their best and not get any fouls, but they were tired without having substitutions. They stated that  sometimes they played with less than 11 players. They are deeply regretful for the fouls committed, and they are working to improve their skills and build their team. They were in full support of their HC and his commitment to them.
 
After deliberations, the Committee directs the following:
            The Committee appreciated and thanked all members of the WSC Lightning for attending the hearing. Furthermore, the Committee was pleased to see that the HC and the players who earned penalty points took responsibility for their actions, were forthcoming with their testimony, and that none of their cards for dissent.   The Committee decided to issue the team an Oral Censure for their actions. . It should also be noted as stated in WAGS’ Rule N.1.e, that (8) penalty points shall be carried forward to the next season in which the player, coach, or team participates, irrespective of seasonal year.
            The WSC Lightning U16 Division 5 was informed that they have the right to appeal the decision of the WAGS R & D Committee according to Rule O, “Protests and Appeals Procedures”.

NVSC Jr. Majestics 94 Team Officials Present:  Head Coach/Club Representative, (4) players, (4) parents

NVSC Jr. Majestics  – U14 D2 – 19 Current Penalty Points  
 

            The meeting began with introductions and the R&D Director explaining the procedure of the hearing and the appeal process

 
            The NVSC Jr. Majestics Head Coach (HC) began her testimony by explaining the cards received during the Fall season. She stated that she has coached this team since they started playing U9, and they have never received a card in that time period. The team received the sportsmanship award a year ago, and she was quite proud of the award.  She submitted a detailed time line with explanations on each card received. After the cards were received, she had her players email her with their perceptions as to what took place for each card. She explained to her players that dissent is not only verbal but it is also includes gestures. She made her players aware that referees are not to be questioned under any circumstances and that such behavior will not be tolerated by her.   She asked her players and parents to come up with strategies to avoid dissent in the future.    After these discussions and actions, the team did not receive any cards for dissent. She stated that she is very sorry for receiving these cards, and she supports any decision the Committee makes to prevent such behavior.
 
            A Committee member asked the players if they understood that gestures are dissent to which the girls replied no. The Committee member asked the players how they felt when they had to sit out to which they replied that they felt horrible and would not want to sit out again.
 
            A Committee member pointed out that had it not been for the number of  dissent cards, the team would not be in front of this Committee.
 
            In closing, the R&D Director stated that she was concerned that a team (U14 D2) this young received such a high number of penalty points.  The referee is the authority on the pitch and his/her calls are not to be questioned.   Players have to take personal responsibility for their actions on the pitch. She suggested  for the team to discuss amongst themselves on how to prevent receiving cards for dissent.   She also suggested for the team captains to assess the referee and adjust their playing style. 
  
After deliberations, the Committee directs the following:
            The Committee appreciated and thanked all members of the NVSC Jr. Majestics 94 for attending the hearing. However, they are concerned regarding the yellow cards given for dissent. Judgments by the referee and their assistants must be respected and unquestioned, except in the case of misapplication of the Laws of the Game. And in that event, there are specific and appropriate actions that should be taken. Any player that receives a yellow card for dissent (DI) will serve a (1) game suspension for the entire next season of league play. Please remember that a Red Card sit-out form must be filled out and mailed to the WAGSL R&D Director for each game a player sits out. It should also be noted as stated in WAGS’ Rule N.1.e, that (9) penalty points shall be carried forward to the next season in which the player, coach, or team participates, irrespective of seasonal year.
            The NVSC Jr. Majestics 94 U14 Division 2 was informed that they have the right to appeal the decision of the WAGS R & D Committee according to Rule O, “Protests and Appeals Procedures”.
